PIAA
Bulletins
Coaches' Box
PIAA follows National Federation Rules but has adopted a very restrictive Coach's Box rule. All coaches must remain seated while the ball is live except to request a time-out for a correctable error or charged time-out. ALL other times, all coaches must remain seated in a chair or bench.
Mercy Rule
PIAA has adopted the following Mercy Rule
When the point differential reaches 40 pts or more to start the 3rd quarter or prior to the start of the 4th quarter, the clock shall run for all dead-bal situations except:
Charged time-outs, Officials Time-outs and between quarters
If a 30 point differential is meet to start the 4th quarter or before the end of the game, the clock shall also run except as stated above.
In both cases, once the Mercy Rule is in effect, the clock continues to run although the point differential is less then prescribed above.
Bench Side Throw-ins
Officials are directed to not administer any throw-ins spots directly in front of any team bench area. The administration should be above or below the team bench area when a violation or any situation which would cause the spot of throw-in to be made directly in front of any team bench.. The need for this change is to limit any interaction between players and any bench personal. This would include a team's own bench area when the spot of the throw-in is in front of their own bench.
New Federation Rule Changes 03-04
| 2-12-5 | Established a warning signal at 20 seconds before the expiration of the 30-second interval permitted for replacing a disqualified or injured player. |

| 8-1-3 |

New Mechanics Changes 03-04
| At the end of the first half, officials should assemble in an area approximately halfway between the center circle and the sideline opposite the table and remain until teams and coaches have exited. | |
| 2. | When a player fouls out, the non-calling official (2) or the new Trail official (3) shall notify the coach, the player and then signal to start the 30-second timer. |
| 3. | The "bird dog" foul mechanic need only be used for clarification. |
| 4. | (2) When the Lead is ball side, he/she will have primary coverage when the ball is in the area between the arc and the closest lane line, below the free throw line extended. |
| 5. | (2) Time-out and intermission positions have been changed to be similar to those used in three-person. Officials will stand on the nearest block opposite the benches during 60-second time-outs and intermission and at the top of the near arc during 30-second time-outs. |
| 6. | (3) Changes the three-person court coverage by eliminating the “dual” area. The area inside the arc, below the free-throw line extended becomes primary area for the Lead. |
| 7. | (3) The Lead may initiate a rotation when all three officials are in the front court. |
| 8. | (3) The exception of no long switch in the backcourt has been eliminated. The official who calls the foul goes opposite table. |
